Dude, I work at a store that develops photos and that's what I did for a living for a year.
That is messed up. The poparazzi's already bs, but yeah, actually, to sell photos of a minor's breast can get you fired and you could get put in jail.
That's child pornogrophy. I could get fired for developing a pic a parent took of their own child in a tub.
That's messed up. They can find out who was responsible for selling that pic, and they need to be sued.
