In my opinion, people shouldn't compare Sarah and Emmy or Gerard and Michael Crawford, for example. Each of them has their own ways of singing and acting.
Steve Harley is really bad, though

I think everybody is way to critical of this. Steve Harley was the original phantom, and had nobody to base his character off of.
Furthermore, the song was in it's infant stages, and was written to have a "rock-n-roll" feel. This was changed after Crawford replaced Harley, as Crawford's voice is much softer.
It is ludacris to say Harley can't sing, for he has led an incredible music career as a rock singer. Instead, his performance is different than the opera-style we are used to.
