Q6600 is better in tuning, because it has a bigger multipler (9x) With a P35 chipset and Q8200 you can reach only 2800 Mhz. (With Q6600 you can reach 3600 mhz)

Id say the stock cooler is definitely safe up to 3.0ghz and bare in mind Im being conservative when I say that. Its important that you keep the temp of the cpu below 60 degrees Celsius. Alot of pre-built computers come with coolers that are better than the cooler that comes with the chip itself.

My Q66 Runs normal at 3 GHz! OC is for me at 3,3+ GHz. My Q66 Runs better than E85 or E86 *sorry for my bad english^^*
